In January 1910, Hemet was established. Out of 177 residents, 130 voted for incorporation and 33 voted against it. Landowners who were concerned about increased taxes were the ones who voted against incorporation. The incorporation was necessary to provide services for the city's growing population, which was outgrowing its existing infrastructure.
The city was connected to Riverside by a railroad spur. This made it a major trading hub for San Jacinto Valley agriculture. Commodity crops included citrus, peaches, and olives. In Riverside County, the Hemet Turkey Show was the first Agricultural District Farmer's Fair. It was moved to Perris.
The Ryan School of Aeronautics was established in the city during World War II. It trained approximately 6,000 pilots for the Army Air Force from 1940 to 1944. Hemet-Ryan Airport was built on the site of the flight school. Hemet, Corona, and Riverside were the largest cities in Riverside County in 1950.
Hemet was racially discriminatory. Many African Americans immigrated to California in the Great Migration from the Deep South, including Texas, Louisiana, Mississippi, and Texas, during and after World War II. Hemet was considered a sundown community, which prohibited African Americans from staying there overnight.
