About the Massachusetts Legal System

The Massachusetts General Laws contain laws that are passed by the Massachusetts General Court. This court consists of both the Massachusetts House of Representatives as well as the Massachusetts Senate. The House of Representatives has 160 members and the Senate has 40. Each chamber's members serve two-year terms and are not subject to term limits.

A bill is a proposed law, and it can be introduced in either chamber. Once a bill has been introduced, it is referred to one or several standing committees. These committees decide whether or not a bill should be moved forward and can also propose amendments. A bill that passes the committee phase will be returned to the chamber where it was first introduced. This chamber will debate the bill and discuss any amendments made by members or committees. After the bill is finalized, the original chamber votes on whether it should be passed.
