In 1923, the City of West Covina was formed to stop the City of Covina from setting up a sewage plant within its current boundaries. To preserve local control over their land, the 507 residents joined forces. In the decades that followed, walnut and orange groves thrived.
The second half of the 20th Century saw exciting developments and projects in the City of West Covina. As an example of a Joint Powers Authority within the County of Los Angeles, the City Hall and Police facility were constructed in 1969. The Civic Center Joint Powers Authority (County of Los Angeles, City of West Covina) also built a three-level parking structure within the Civic Center complex. The Civic Center complex also includes the Los Angeles County Regional Library and the West Covina Courthouse.
