Hanford grew from its incorporation to a thriving community, governed by a Board of Trustees. Soon schools and churches were set up and an opera house was constructed. Hanford was the only opera house in the San Francisco and Los Angeles areas for many years. Construction began in 1923 on an assembly hall. In 1924, the Civic Auditorium was dedicated to this hall. It is still standing in downtown Hanford. Community groups and other organizations use the auditorium extensively.
The Hanford City Council was established in the 1930s as a result of the growing trend of many communities. The City Planning Commission was formed in 1945. In 1945, the first fire department paid was established. As the city grew at an impressive rate, in 1950, the form of government that was called city manager/city council was created. Other advisory bodies were established to aid the city council in making decisions about policies, laws, and procedures over the years.
