The original town was agricultural land that was occupied by dairy farms. It grew as soldiers retired and large sections of the Waldrep Dairy Farm were added to the area, which included the current-day Pembroke Lakes Mall. Pembroke Pines was the name of the first two subdivisions. Kipnis was the first mayor of the city and built one of the first houses in the city in 1956. It was known then as the "Village at Pembroke Pines", and was made a village in 1959. The incorporation was contested by builders, and a legal dispute ensued over the boundaries of the new municipality. The 1960s saw the construction of the first fire station building in North Perry Airport. This was the beginning of city services. University Drive was the western edge for residents of habitable land at that time.
