To curb gang activity, the Oxnard Police Department and Ventura County Sheriff issued a gang order in June 2004 covering 6.6 miles of the central city district. In 2005, the Ventura County Superior Court upheld the injunction and made it a permanent law. In September 2006, a similar injunction was placed on a 4.26-mile area located on the south side. Associating with known gang members, witnessing intimidation, and possessing firearms are all prohibited. Gang gestures are also prohibited. Court decisions made it more difficult to add people to civil orders, resulting from lawsuits in Orange and Los Angeles counties. Judges ruled that it was against the Constitution for anyone to be added to a Gang Injunction without a Due-Process Hearing. Due to budget cuts resulting from the COVID-19 pandemic in 2020, Oxnard police stopped enforcing and maintaining the injunction.
