About Corpus Christi, Texas

Cisneros, v. Corpus Christi Independent Schools District, was the first case that extended the Brown v. The Board of Education of Topeka decision by the U.S Supreme Court to Mexican Americans. They were recognized as a minority group and could be, and were often, discriminated against. This discrimination and segregation were deemed unconstitutional. Judge Woodrow Seals found the school board had consciously encouraged a system of traditional segregation. This included a system where Anglo students were bused to school from their homes, which renovated schools in Mexican-American and black neighborhoods instead of building new ones. It also assigned teachers to segregated schools for black and Hispanic students. The school board did not have a majority-to-minority busing system.
