The city saw rapid growth, with its population growing to 1,610 in 1910 and then more than three times by 1920 to 5,646. This rapid growth can be attributed to El Centro's victory over the City of Imperial in order to become the county seat. The Imperial Valley's early days were marked by intense competition among its cities. This was due to the frontier nature of the area as well as the fact that six cities located within twenty miles of each other were established in a single generation. These cities competed for the title of Valley's top city. The fierce competition was reflected in the fact that it took 20 years to start a county fair because of strong local loyalty to the County Board of Supervisors.
