After World War II, the community was unable to create an industrial base. Leaders in the community with large farming interests discouraged industrial development because they feared it would increase wages and force workers from their fields. In the 1940s and 1950s, mechanized farming was increasing. This meant that fewer workers were needed. In search of better-paying work, farm workers fled the state.
The attempt by Sam Weems (a local historian, and for a while, the city projects administrator for DeValls Bluff) to create a Civil War-themed State Park around Fort A, also known as Fort Lincoln, became a divisive issue in the late 1980s and early 90s. Arkansas State University tried to purchase forty acres of land that included Fort Lincoln in 2000 to create a historic/tourism site to honor the Civil War-era black soldiers. The project was also a failure.
