Russell County was created by an act by the state general assembly, December 18, 1832. It was formed from land ceded by Creek Native Americans to the state. Multiple times, the county seat has been changed: Girard, Crawford, Seale, Crockettsville, Crockettsville, and Phenix. It was named after Col. Gilbert Christian Russell, Sr., 1782-1861, 3rd U.S. Infantry.
Russell County, especially its county seat of Phenix City, was known for lawlessness and political corruption in the 1940s and 1950s. It was also a haven for organized crime and vice-like prostitution and gambling. In the corruption, both city police officers and county deputies were involved. Albert Patterson, a local politician, won the Democratic nomination to be Alabama's Attorney General in 1954. He ran on the platform of eliminating corruption and criminality from the city. Patterson ran for state office because he couldn't run in the local elections. They were rigged. Patterson was assassinated and shot to death by unknown assassins on June 18, 1954. A series of events led to Governor Gordon Persons declaring martial laws in the county and city due to its lawlessness on July 22, 1954. This was the first time martial law had been declared in a US town since the Reconstruction era. The Alabama National Guard was summoned to take over the police role and clear up illegal activity. On January 17, 1955, the state of martial law was repealed with Russell County and Phenix city both returning to civilian control. The New York Times reported that the campaign was very successful, and Phenix City has had a low crime rate for 20 years.
