In order to suppress Republican voting and restore white supremacy, the white parishioners used violence and intimidation of blacks after the Civil War and especially after Reconstruction. There was a high incidence of violence and lynchings in the northwest Louisiana parishes. Between 1877 and the beginning of the 20th century there were 48 lynches of African Americans in Caddo Parish. This was second in the state, after Lafourche Parish. It was near twice the number of the lowest parishes in the top six. Jennie Steers was a domestic servant who was accused of poisoning her employer's daughter. She was executed by a white mob in July 1903.
The Daughters of the Confederacy were commemorating the Civil War in 1920 and designated the armory "Fort Turnball". It was used by the government as a site of mobilization for men who were drafted or recruited during World War II.
