In 1968, downtown Texarkana buildings were in decline and many businesses were closing. However, the jails, law offices, and bail bondsmen's shops continued to be active. Doddridge and Spring Bank, as well as smaller towns like Fouke, Garland, and Genoa, continued to shrink, while Texarkana's urban limits began expanding on all sides.
