In December 1837, Franklin County was created from Crawford County. Franklin County was much larger at that time than it is today and included a portion of Logan County, which was created in 1871.
In the beginning, there was only one Ozark courthouse. Federal land grants were granted in 1853 in order to encourage economic growth. It was placed in receivership after a crisis with railroad debts and was reorganized into the Little Rock and Fort Smith Railway. Numerous towns were built along the river's right-of-way in the 1890s. Many farmers bought land previously owned by the railroad. A second courthouse was built at Charleston to serve the citizens of the south. It was probably established after 1892. "Charleston" was not listed on an 1893 railroad map with all capital letters, unlike "OZARK". St. Louis, Iron Mountain, and Southern Railway purchased the railway in 1906. The line was made a backbone for the MoPac in 1917 and merged with the Union Pacific Railroad in 1982.
