Seven members are elected by cumulative vote to make up the County Commission. "Chilton County adopted cumulative voter in 1988 as part of a settlement to a lawsuit against the previous electoral system. According to the 1990 Census, 9.9% of the county’s voting-age population was African American. Despite the 1965 passage of the Voting Rights Bill allowing African Americans to register to vote, no African American was elected to Chilton County's County Commission before the 1988 cumulative voting election.
The 1901 state constitution in Alabama disenfranchised African Americans. It required that they pay a poll tax and pass a literacy test to register to vote. This system was discriminatory and administered by white officials. It excluded most blacks for many decades from the state's political systems during the 20th century, before Congress passed the Voting Right Act of 1965. For the first time since the late 19th century, African Americans have been able to register and vote in their state and county.
