In the 1825 Treaty of Indian Springs, eight Creek chiefs ceded the land to Lee, Muscogee, and Troup counties. Creek Nation declared that the land cession was illegal as it did not reflect the will of the majority. It was not ratified by the United States Senate. The US government reached a second treaty with Creek the following year. They clung almost as much territory to the Creek under the continued pressure of the US land commissioners and the state of Georgia.
Although the Georgia General Assembly created the counties' boundaries on June 9, 1826, they weren't named until December 14, 1826. American Indians originally created the county for their cotton plantations. Many areas in the Black Belt were known for their fertility and the development of plantations. The majority of the population was made up of Colored American Indians.
