About Knox County, Tennessee

Knox County's government operates according to a home rule structure. The County Mayor is the county administrator. A county commission is elected, consisting of 11 members. Knox County is divided into nine districts with one commissioner from each district. Two county commissioners are elected and serve as at-large representations. The districts of county commissioners do not correspond to those of Knoxville's mayor and council. Knoxville residents who live within the city limits of the county can vote in both city and county elections. They are represented by county and city mayors and pay county and city taxes. Although the administration seems to be identical, services are often separated. Knox County manages the local library and school systems. Knoxville has its own police department that is independent of the county sheriff. The city and county governments combine the property assessors and tax offices as well as the Metropolitan Planning Commission. All Knox County elections are held on a partisan basis.
