For thousands of years, this area was home to various indigenous cultures. This area was home to the Choctaw and Cherokee historical peoples. The Cherokee moved in after the American Revolutionary War, and because of pressures from the northern regions. The Lower Towns were their settlements in Alabama.
People who claim Cherokee descent and remained in the county following Indian Removal in the 1830s established the "Echota Cherokee Tribe of Alabama" in the 1980s. Although the tribe was recognized by Alabama in 1984, it is not federally recognized. It has 22,000 members, most of them in northern Alabama.
Cullman County was founded in 1877 by mainly German American immigrants, who had moved from Cincinnati, Ohio. In the best tradition of innovation in the New South, they founded an agricultural community to try and create an agricultural revolution in an area that had been a frontier. The reality of the land and its social context were too difficult to match John G. Cullmann's often unrealistic vision. His Germans were able to implement practical changes in southern agriculture because of their traditional work ethic and willingness to experiment with new products like wine and strawberries. The Germans were outnumbered in the end by traditional families from nearby regions who re-created the southern cotton culture.
