Fort Collins was established in 1864 as a military outpost for the United States Army. It replaced Camp Collins, a former encampment on the Cache la Poudre River near Laporte. Camp Collins was built during the Indian Wars of the mid-1860s in order to defend the Overland mail route, which had recently been relocated through the region. The camp was used by travelers who crossed the county via the Overland Trail. However, the camp was destroyed in a flood in June 1864. The commander of the fort suggested that a location a few miles further down the river be chosen for the fort. It was originally manned by two 11th Ohio Volunteer Cavalry Companies and did not have walls.
