About the Minnesota Legal System

Minnesota has a single federal court, a court of supreme, a court of appeals, and trial courts with limited and general jurisdiction.

Minnesota judges participate in nonpartisan elections in even years. The state constitution states that judges must be elected by voters in the region they will serve. The Minnesota Constitution states that judges' terms start and end on Mondays in January after the election.

The president nominates federal district court judges and they are confirmed by the United States Senate. These judges are appointed for life.

The United States District Court for the District of Minnesota is the federal district court for Minnesota. Appeals from these districts are made to the U.S. Court of Appeals, 8th Circuit.

The Minnesota Supreme Court was established in 1858 and currently has seven judgeships. Lorie Gildea is the current chief judge of the court.

Appeals from the Minnesota Court of Appeals and Minnesota Workers' Compensation Court of Appeals are heard by the state supreme court. The supreme court automatically hears appeals in cases of first-degree murder and in certain election disputes. The supreme court also has jurisdiction over the administration and operation of the state's judiciary system.

The 1983 creation of the Minnesota Court of Appeals is an intermediate appellate court. It was created to reduce the number of cases that are sent to the Minnesota Supreme Court.

The Court of Appeals reviews the decisions of trial courts, state agencies, and local governments. The Minnesota Supreme Court may accept exceptions, including appeals from the Minnesota Tax Court, Minnesota Workers' Compensation Court, and first-degree murder cases.

Minnesota District Court System is responsible for handling criminal, civil and family cases in all 87 Minnesota counties. Each county is divided into ten judicial districts. The combined district court system handled approximately two million cases in 2008.

About Minnesota

Minnesota derives its name from the Dakota language. It has been home to various indigenous peoples since at least the Woodland period in the 11th century BCE. Two areas of indigenous Hopewell tradition emerged between 200 and 500 CE: the Laurel complex north and Trempealeau Hopewell south in the Mississippi River Valley. Upper Mississippian culture was composed of Siouan speakers and the Oneota people. It existed from around 1000 CE to the arrival of Europeans in 17th century Europe. French missionaries and explorers were the first Europeans to reach the region. They encountered the Dakota, Ojibwe, and other Anishinaabe tribes. The vast French holdings of Louisiana included much of Minnesota, which was acquired by the United States in 1803.

The Minnesota Territory was admitted to Union in 1858 as the 32nd state after several territorial reorganizations. L'Etoile du Nord is the official motto of Minnesota. It means "The Star of the North" and was adopted soon after statehood. This motto reflects the state's French origins as well as its position in the United States as the most northern state.
