Lakewood used to not have a traditional downtown. The metropolitan area was served by West Colfax Avenue, which was U.S. Route 40. It is the main route connecting Denver with the Rocky Mountains. Colfax, from Harlan westward to Kipling and beyond, was dominated by commercial establishments. The Jewish Consumptives Relief Society for tuberculosis sufferers, the small frame Methodist Church, and telephone exchange were also there. In the 1950s, grocery and drug stores, gas stations, and restaurants, as well as several motels, branch bank branches, a movie theatre, a roller rink, and a bowling alley, emerged along with a few used car lots. JCRS and Westland were the next to open larger shopping centers for multiple businesses. The Villa Italia Mall, located on West Alameda Avenue 20 blocks south of Colfax, was a reflection of the southward expansion and contained a greater concentration of retail space. The mall began to decline and the Lakewood City Council devised a plan for demolishing the Villa Italia Mall and replacing it with Belmar.
