The county seat was McIntosh Bluff, now in Mobile County, west side of Baldwin County. It was located on the Tombigbee River. The county seat was transferred to Blakeley in 1810. It was then moved to Daphne in 1868. The 1900 act of the legislature of Alabama authorized the relocation of the county seat to Bay Minette. However, Daphne refused to relocate. On October 11, 1901, the citizens of Bay Minette moved county records from Daphne during the night and delivered them to Bay Minette. The Baldwin County seat is still there today. Hilton Leech painted a mural to commemorate the WPA's 1937 construction of the new post office.
The town tried to implement a program called "Operation Restore Our Community" in September 2011. It would have allowed misdemeanor convictions to be substituted for imprisonment and required church attendance for a year. This program was halted due to violations of the separation of church-state. It seems to have been scrapped.
