When the land that would become Wisconsin was added to the Michigan Territory in 1818, Lewis Cass, the territorial governor, created Brown County. This included all of the land now known as Milwaukee County. It was still part of Brown County until 1834 when Milwaukee County was established. This included the area south and west of the line that divides Green and Rock counties. It encompassed all the counties that are now Milwaukee, Jefferson Kenosha Ozaukee Racine Rock Walworth, Washington, Waukesha, and Dane counties.
For judicial purposes, Milwaukee County was still attached to Brown County until August. 25th of August 1835 when the Michigan territorial legislature passed an act giving it an independent organization. The legislature created counties in 1836. This resulted in Milwaukee County being smaller than it is today. Waukesha County was established in 1846 by taking all the territory west and east of range 21 from Milwaukee. This reduced Milwaukee County's boundaries to their current size.
