About Marion County, Oregon

Marion County is one of the 36 Oregon counties that operate under a board of commissioners (BOC). It consists of three members who are elected to four-year terms. These are partisan races in Marion County. The full-time, salaried commissioners have executive, legislative and quasi-judicial power. The governing body is the Board of Commissioners. In practice, the Marion County chair is elected annually by the commissioners. The BOC is responsible to accept funds from outside the county, strategic planning, and the enactment of ordinances as necessary to implement plans and serve the public. In collaboration with elected heads of each department, the BOC prepares the county budget. The law requires that the BOC appoint a Budget officer who will present a budget to the Budget Committee, which is composed of three commissioners and three members of the public. The county commissioners are responsible for appointing and supervising non-elected heads of departments, officers, boards, or commissions.

The county also has four-year terms for non-partisan positions. They are the Assessor, Clerk and Treasurer, District Attorney, Sheriff, and Justices of the Peace. They are not responsible to the Board of Commissioners but they assist in the establishment of a county budget. They are all paid, full-time county officers.
