Hackensack is governed by the 1923 Municipal Manager Law of the New Jersey municipal government. This form of government is used by seven of the 564 municipalities in New Jersey. The City Council consists of five members elected on a four-year basis. They are elected in non-partisan elections held every four years in May. This type of government separates policy making and policy execution. This allows for professional management and a Citywide perspective. It does this by at-large representation, nonpartisan election, professional manager, accountability to the Mayor/Council, and concentration of executive responsibility in the hands of a professional manager, a Mayor/Council of five. Hackensack has only had nine City Managers in the many decades Hackensack has used the Municipal Manager form.
John P. Labrosse Jr. is the new mayor of Hackensack. His term as mayor expires June 30, 2025. The terms of all council members also expire in 2022. The Hackensack City Council also includes Deputy Mayor and Deputy Mayor Kathleen Canestrino as well as Gerard Carroll, Gerard Carroll, and Leonardo "Leo” Battaglia.
